New outlook rule: IF subject contains EXACTLY these words, THEN..

Is there a way to create a rule in outlook like:

IF 'subject line' containt EXACTLY these words, THEN...

For example, I want Outlook to run a rule IF the subject line contains "I
HAVE A QUESTION", but NOT if the subject line contains ANY words BEYOND "I
HAVE A QUESTION" such as "re: I HAVE A QUESTION" or "I HAVE A QUESTION ABOUT
SOMETHING".

Not possible. Strings in rules are treated as substrings and looking for
the string "corn", for example, will also find "cornucopia" and "acorn".
While you didn't make an explicit suggestion in your post, you did post it
as a suggestion and I agree with the implicit suggestion you make.
