new operating system and access 2003 project or library errror

Not sure if this is the right field for this however, we have an access
database that was created in access 2000 running on windows 2000. The same
machine was updated with office 2003 and the database worked like a champ.
We have now replaced the pc with a new pc that is running xp professional and
office 2003. The database was generating a "can not load project or library"
error message. The error routine was changed to display and error number and
the returned error number is "0".
 
I guess the first step is to check the References collection of your
database ...

Do you have any Start-up options set?

If you do, try holding the Shift key down (to bypass the Start-up options)
while you are opening the database. This should in general present you with
the Database Containers window and the standard MenuBar. Go to the IDE
(code window) and check the References and see if anything is marked as
MISSING ...
