New Mail Notice Issue w/ XP (SP1 & SP2) and Outlook (2000 & XP)

We are experiencing the following issue, similar to one that was reported
here by Jeff ([email protected]) on 12/30/04. Here are the details:

Problem:
----------------
Messages do not appear in Outlook inbox right away. There is a delay.
Sometimes if the user clicks another message open or highlights a folder,
all the new mail will appear in the inbox.

Background:
--------------------
1. Remote office w/ less than 50 users, connected via full point-to-point
T1, no UDP or NetBIOS filtering, all IP communications wide open - no
restrictions.

2. Workstations are XP with SP1 as well as XP with SP2 installed, firewall
disabled via registry settings in login script:

Windows Registry Editor Version 5.00

3. Exchange server is 5.5, Outlook 2000 and 2002 (XP), do not have 2003.

Have researched all Microsoft TechNet KB articles dealing with UDP issues
and they do not appear to apply. The closest article matches are KB article
#'s 839226 and 319572. Any help would be greatly appreciated.

I have noticed that the firewall may not, in fact, be completely disabled
with this method. Instead, stop the "Windows Firewall/Internet COnnection
Sharing (ICS)" service and change it to "manual". You may also have to do
the same thing to the "Security Center" service so it doesn't squawk at you.

Update:

We added the following to the registry covering Outlook 2000 and XP on the
effected machines (following Microsoft's related Technet Article see
http://support.microsoft.com/default.aspx?scid=kb;en-us;839226) and all
seems to be okay:
