New Installation + 2 HDD's

Either drive would be fine. However, if I'm not mistaken XP
doesn't support more than 137GB hardrive. Unless you also
install XP's Service Pack 1.
 
The other benefit of two hard drives is to put the swap
file on the other drive, the one XP is not installed on.
This will help speed up things
 
The 137 gb limit, would be from 1 hard
drive, NOT 2 separate ones. XP
would read both, since theyre different
hard drives and both are under 137gb
you wouldn't need SP1.
