New install does not let invitees accept or decline

A new install does not let the user send normal calendar
inventations where invitees can accept the meeting. They
only send a text version that looks like this:

From: Kelly Black
Sent: Friday, February 27, 2004 10:21 AM
To: Jamie Sandoval
Subject: test


When: Friday, February 27, 2004 10:30 AM-11:00 AM (GMT-
08:00) Pacific Time
(US & Canada); Tijuana.

*~*~*~*~*~*~*~*~*~*

What setting needs to be changed?

You'll have to tell us your Outlook version and mail enviroinment (Exchange
or Internet) first.
