New Email icon in system stray

When run on Win 98, Outlook Express used to place an icon in the system tray
whenever new email arrived.

I thought there was a similar facility in Vista/Windows Mail but at the
moment it does no appear to work.

If there is how do I make sure that the facility is switched on properly

Windows Mail doesn't have this feature, but there is a little program
made by Kristian Kenney that will place a mail icon in your system tray.
It has a context menu and an alert feature. Download it from the link
below. I suggest you add a shortcut to it in your Start Menu > Startup
folder as well, it doesn't consume much memory.

Or you can download Windows Live Mail from Microsoft (free), a slightly
improved sibling of Windows Mail. WLM minimizes to tray.

When the Windows Mail application window is minimized, it should display new
mail in the notification area.
 
When you get new mail, you should see an icon that looks like an envelope,
with a star in the top left corner.
You should also hear the new mail sound, as set in the System Sounds. Of
course, WM has to be running to do this.

To turn the sound on, Tools - Options
[x] Play sound when new messages arrive.

Not an answer to your question, but an alternative to your problem:

If the computer is a desktop and you have an open 5.25" drive bay (or
two for larger display)- I installed a programmable front panel LCD by
Crystal Fontz. The software that runs it is Vista compatible and can be
programmed to show number of new emails and the sender and subject of
the last email received. It polls the server, not your email client. It
can also track things like memory usage (physical and virtual) and a
multitude of other functions. It's a toy, but a very cool one.

Sorry for hitting a bit off the mark with my post. Windows Mail itself
does the check-up, and you need to have it running in order to get the
tray alerts, the main purpose of Kenney's application is to put
everything nicely into the system tray when minimized.
