New Dell Inspiron but no WinXPPro CD

Is there a statute or law stating that?

Of course not, it's only Microsoft's requiring that the vendor provide
some means of reinstalling the operating system, that the customers get
anything at all! Some vendors/programmers will sell their software via
download and e-mail the activation key on receipt of payment. If you
don't save the DL copy and the code, you are stuffed.
 
OK I understand, although I would argue the point with them and get nowhere,
except for being able to claim that I told them so and end up paying for the
CD anyways. ;-) oh well whacha gonna do?
