New 9800 Pro and Graphics Problems

Howdy all. New to the ATI game, but not to computer building (assemble and
test high-end machines for a living). I purchased a new system for myself,
and am having graphical problems with my Saphire 9800 Pro. (128mg). Windows
loads correctly and looks a lot sharper than I remember my Gforce4 4600ti
looking. However, when I lauch any application that uses a small window
(not full-screen) these windows are always surrounded by rows of little red
dots. First noticed this when I was downloading various driver updates and
transfering many gigs of data between this and my old machine. The only
game I have installed so far is Star Wars Galaxies and it looks like really
bad TV reception.

I have tried 3.8, 4.2 and the new 4.3 drivers. My machine says it is
running at about 90 degrees, and I have a nice 420 watt power supply. This
also occurs on the first boot of the day when the temp is at 65 degrees. At
first I thought I was just having issues with the game, but the red dots
surrounding the windows makes me think otherwise. Mainboard is an MSI K7N2
Delta ISLR, and BIOS is the latest version. AGP size set to 256 and/or 512
in BIOS with no difference (1 Gig dual channel system memory).

You only need to set AGP to 64mb or 128mb. But that still shouldn't
give you this issue. It sounds to me like you got a bad card and it's
not handling the heat well at all.
