Networking Two Win2000 Computers Not Working

I am trying to network two Win 2000 PCs through a router.
I use a static IP and the router assigns the IP address to
each PC. I have created a Workgroup and I see the PC in
the Computers Near Me window, but when I try to access I
get the message "\\PC not accessible. Logon failure: The
user has not been granted the requested logon type at this
computer" Any help?

Do you have the same user account on both computer with the same Password?
(Have you ever registered the user-accouts on both PCs?)
