Networking/Firewall problems

Hello, My windows xp network setupwizard doesnt work. I
dont know why but everytime i click on it or use it from
the XP cd nothing happens. Also when i try to edit the
settings on the Windows ICF and try to open ports the
settings never stick. Any ideas???
