Does Windows 2000 Professional 'Workstation' allow for
more than 9 shares? Is there a utility that would allow
such?

You can set up any number of shares on Win2000.
However, you cannot make more than 10 concurrent
connections. If you need more then you have to
install a Windows Server product.
