Network printer setup

I have got network printer at work with IP address 10.71.83.17,

I tried to set this printer by using wizard, now when I reached this
wndow's wizard (Local or Netwok printer):

1- Local Printer attached to This computer.

Automaticallt detect and install my plug & play printer.

2- A network printer, or a printer attached to another computer.

Why should I choose first option, if it is a network printer ?

Because when I choose fisrt option, I can enter IP address for printer,
while in second option, there is no such option

Well, in MS Speak a 'printer' is a software interface that manages a 'print
device.' If you use the Local option, you create a 'printer' which allows
you to control a 'print device' which may be connected to your computer in
various ways including ethernet. The network printer option allows you to
connect to a shared 'printer' created on another computer.
