Network discovery is turned off - again?

I have a Vista Ultimate Retail X64 running on dual quad-core Xeons with 8GB
of RAM.

Every time I reboot, I am unable to browse the network because network
discovery is turned off. I turn it on and choose local network and it works
until I reboot and then again, I get a notice that Network discovery is
turned off if I try to browse the network.

My other Vista (X86) does not have this problem.

Any suggestions?
