Network configuration by script/command line

Hello,

how do I configure the network using command line tools in Windows
2000? Using e.g. Linux or BSD, it is a matter of using ifconfig to
assign IP/netmask/gateway etc. to a network card, hostname to set the
hostname, editing /etc/resolv.conf to add DNS servers, and no reboot
is usually required. Are there programs in Windows 2000 that allow an
equally easy (and scriptable) network configuration? If so, how do I
use them?
