netserv file

What does the file netservr do? It is eating up CPU time and I have to end
process from the task manager to remove it after each start up.

It resides in C:\windows\options\cabs\precopy1.cab

There is no NETSERVR.EXE in Windows. The only file of that name is an
INF file, what is not an executable and therefore will not "run" on
your system in any way.
Files in OPTIONS\CABS usually are installation files and not used
beside of when you (re-)install Windows or parts of it.
