Neteork settings to block file sharing programs

Hi everyone,
I'm trying to block in a companies' Pc, the possiblity to use a file
sharing program, in partucular DC ++ , and winMx too.
I set the advanced options of the network card in order to filter the ports,
allowing only port 80, port 8080 and port 56 for the dns, but DC ++ still
works. I've heard it continuing to negotiate the port and that it can use
also te port 80 and in general every opened port to sharing files. So I
still wondering how can I block this programme in this way, because it is
impossible at the moment to change the permission or to modify the
accounts.

Could someone help me?

Can you use the Windows firewall to block the application(s) as well as
the ports?
