Am I correct in the assumption that the net user /time command determines
when a user can logon to the computer, but does not kick the user off when
the logon time is up?

Yes, you are correct. There is a policy that forces logoff when logon
time restriction hours have expired. You'll need to use Google once in
a while bub.

You don't know how to use Google? It's one thing to be helpful, it's
another for all the folks here to spoon feed the information to you.
Read an Administrators guide to XP or Group policies.
