The net send command is pretty easy to use.. except that it relies on the
messenger service being ON, and XP SP2 turns it OFF by default. So, you
may well find that you phrase the command perfectly but that it has no
effect.
You could turn the messenger service back on... but that will probably also
cause your users to start receiving the annoying spam messages that forced
MS to set the default state to OFF. And that means they'll be asking you
to turn it OFF again.
Even easier is one of the several little apps that run in a window to do the
same thing. I use a freeware one called NetHail.

No, the spam popups aren't caused by Messenger Service being on; they are
caused by running without a firewall. Keep a firewall running along with
Messenger Service and you should have no such problems.
