Can I send a network message to users that are contained in a DB table and
not connected to the DB?

One may use Net Send to send a network message to another user on the Windows
network, provided that:

1. The Windows network administrator has not disabled Net Send on your
domain; and
2. If the user is on a different domain, then the Windows network
administrator has not disabled Net Send on that domain; and
3. If the user is on a different domain, then the Windows network
administrator has enabled networking between your domain and that domain; and
4. If the user is on a different domain, then the appropriate syntax is
used; and
5. The user is currently logged into a computer on the indicated domain.
