.NET needs to be reinstalled on every Win2k Server restart

Greetings,

I am administering a network with four local servers, three remote
servers (three offices total), and approximately 45 workstations.
Each workstation has Win 2k or higher, and each server is Win 2k.

We have a small .NET (1.1) web app to display data from a database,
running off a Win 2k server. This server is also running exchange
2000.

Everytime the server needs to restart (too often), we need to
uninstall the .NET framework, and reinstall the .NET framework.
Otherwise, our web app does not run.

I have no idea what could be causing this, and neither do the
developers of the web app.

Has anyone else had this problem, or have an idea what I can do about
it?

I would consider rebuilding the entire machine rather than just
uninstall/reinstall .NET. That sounds like a non-solution (band-aid) to me.
