Net Framework sp1 update

I'm dealing with an old issue NDP1-.1sp1 KB953297, where the update
fails to install. Everything I have read online seems confusing. Is
there a simple fix to install this update or delete it?

Uninstall .net framework 1.0 or 1.1 and reinstall 1.1 (or 1.0 if necessary).
If needed run the Windows Installer cleanup utility. The SP1 update should
get installed automatically with the reinstalled .net framework version, I
believe.
