There are three .NET Frameworks: 1.0 with updates, 1.1 with updates, and 2.0

So, in your case you need .NET Framework 1.1.sp1 to get the upgrade to
1.1.4322

Search the Microsoft download site to find it.

Ok so I downloaded "NDP1.1sp1-KB867460-X86" and it returned "The upgrade
patch cannot be installed because the program to be upgraded may be
missing....blah blah..

So, my bad, I went to windows update-review history & noticed I updated .net
Framework Version 1.0 SP3 (KB886906) on 11/2/05. Which makes the ask, why,
from my first post, did I get that error message? and now what do I do?

I downloaded & installed V 2.0, checked my review history which said
everything was installed ok, restared my machine & ran the installer. Guess
what, I'm still getting the origional message asking me to upgrade to V
1.1.4322...WTF???

Once the you've got version 1.1 installed, see if you can
install Microsoft Time Zone.

FYI: I've found that some applications that require the .NET
framework will not work if only version 2.0 is installed. You
need to leave version 1.1 installed if you want those apps to
work after installing version 2.0.

First off, do you have TweakUI installed on your computer? If you do,
run TweakUI, click on "Taskbar and Start Menu" and put a check mark in
the box next to "Enable balloon tips".

If you don't have TweakUI installed, then you're going to have to edit
the registry and change the value data to 1 for the registry key
mentioned in that Microsoft article.

Keep in mind that no matter which of these two approaches you take,
you're going to have to log off and log back on in order to have the
change put into effect.
