.net framework installation issue

when i attempt to install the .net framework i am getting the error: error
creating process \temp\IXP000.TMP\Install.exe. reason: \system32\advpack.dll

any ideas?

i went there and it just told me what the file is used in...no help on issues
regarding it or nethin of the sort...
