.Net Framework installation fails- error 2908. How do I resolve?

I have been unable to install .Net Framework on a few of my machines
(isolated PC's). I encounter "Error 2908" on the affected machines, and the
following error log dump:

Internal Error 2908. {7D4B5591-4C80-42BB-B0E5-F2C0CEE02C1A}
Internal Error 2908. {9922FCCE-8CAF-4A22-AA39-DA835B6C608A}

Internal Error 2908. {FF766460-2F2B-4ADE-8E9B-781040797C80}
Error 1935.An error occurred during the installation of assembly
'cscompmgd,Version="7.0.5000.0",PublicKeyToken="b03f5f7f11d50a3a",Culture="neutral",FileVersion="7.10.3052.4"'.
Please refer to Help and Support for more information. HRESULT: 0x8002802F.
assembly interface: , function: CreateAssemblyNameObject, component:
{EB2A851A-66CC-4064-B8FA-B719D9F6D279}

What I have tried thus far:
1) Clearing the TEMP directory
2) Installing as ADMIN
3) Running SysPrep to assign a new machine SID

Still the error persists on the systems. If anyone has any resolution ideas
I would greatly appreciate. Thank you!

Try to delete mscoree.dll from system32 directory and then install .NET
Framework (or move it somewhere if you cannot delete it).
