.net framework error

I have downloaded a small program called cleancache which uses .net framework.
I have .net framework 2.0 installed. When I try to run the program I get the
message C\windows\microsoft .net\framework\mscorwks.dll could not be loaded.
I have looked in windows and the dll is there. I have also run the repair
function for .net framework but it makes no difference
 
I have just tried installing 1.1 with the following result

I have also tried to start via services with the following result. Error
14001. This application has failed to start because the application
configuration is incorrect. Reinstalling may fix the problem. IT DIDN'T.
Could not start .net runtime optimization service v.2.0.50727-x86 service on
local computer. I am going to uninstall v2 and v1.1 and wait for any replies
