The .net framework is needed if your running apps that are based on it. Most
likely you don't need it, but it doesn't hurt to keep it either.
To not have to click your user name when logging on:

Start, run, type in: control userpasswords2, hit enter.

Uncheck: users must enter a user name and password to use this computer.

Xp will then ask you to enter the user and password you want to auto-logon
to.

Or

Download and install tweakui for xp and use its auto-logon feature.

Having the .Net framework installed allows you to run any .net applications
that have been released. You should see a lot more of these applications in
the near future.

To solve your login issues
Goto Start, Run and type "control userpasswords2"
Then under the users tab, uncheck Users must enter a username/pass to use
this computer"
Then press ok and Enter your username/password

Or

Alternatively, you can use TweakUI for Windows XP to do this.
See the Logon/Auto-Logon Section
