I'm tearing my hair out.
I've got two machines running Vista and can't do anything with sidebar on
either.
Any attempt results in "Windows sidebar is managed by your system
administrator".
Turning UAC off makes no difference.
I've used the hack at

to set Net Administrator as active, but I still get the same message.

How do I fix it?

Why do MS sell an O/S that prevents you from using your machine as you wish?

Tried that. Same negative response.
Then right click, properties and set permissions to allow all.
Still same negative response.
Rebooted to make sure permissions were still in place.
They were, but still it tells me sidebar is managed by system administrator

Good info, but still no success.
Followed link and applied reg patch.
Now I can take ownership of all the files within the sidebar folder ...
except sidebar.exe
So it still comes up with "managed by system administrator"

Advanced search including system & hidden files also came up with nowt.
Does this mean nothing is set?
(Or, more likely, I've messed up.....)

Tried safe Mode - sadly still the same result.

If nothing else worked, I would elevate the users to admin, make the
setting, and demote the user account again.

I think you might also have some luck by creating a new "Default Profile"
and when creating new accounts after that, they would inherit the setting.
Copy your admin profile to default user folders.
