Net access for different users

I've seen the content controls in IE on winXP home but
they seem to apply to all users, is there any way I can
have unrestricted web access while a different user, a 7
year old, is heavily restricted?

I'm afraid there isn't. Content controls in Windows XP
are machine-specific, not user-specific. You could lock
down the machine with IE's Content Advisor and just use
CA's administrator password to override - but if you want
true per-user settings a third party product is the way
to go.
