Nesting

I am trying to create a set of cells that have different
widths from the cells directly above them.

If cell
A1 is 39.57
A2 is 8.43
A3 is 33.86

I want to create a small table below these with 3 cells
across with each cell width being 9. Because of the
information I have in the cells above I can't change the
column sizes or it affects the information in the cells
above.

In Word I can merge and nest cells so that I can create a
group of cells that I can adjust within the width of the
cells above.

Is there any way to do something like this in Excell?

no way to do this in Excel.
Though not recommended, you may use merged cells for this ('Format -
Cells - Alignment'). So for the first row use 3 columns, for the second
only 1 column and for the third 2 columns

Note: Merging cells coud cause trouble if using filters, sorting, etc.
 
Dig, you can't size individual cells in a column. The only
way to make another cell wider is to merge it with a cell
from column B, but that's only going to make it wider
anyway, and it sounds like you need to shrink them. You
could start your table in the B Column instead.. This way,
A can be as wide or narrow as you want without affecting
the 9 width in B.
