Need to shut down computer to receive email, why?

Some emails will come in and some won't come in until the computer is shut
down. If I close outlook and open it back up, certain emails won't come in
until I shut the computer down. Has anyone heard of this before? Thanks
 
Your right, sorry about that. He needs to shut down and restart his computer
for all of his emails to come into his inbox.

Does outlook stop collecting mail until you reboot?
Do you leave outlook open when the computer is running? (you should)
How frequently are you sending and receiving mail? (no more frequently than
5 -8 min).
Do you use antispam or antivirus on incoming email? (if so, disable it)
