Need to send an unforwardable message

Hello all,
I have a strange question.
My chief wants to send to someone an email, and he want that, when the
addressee will receive the message, he will not be able to forward that
message.
We use Outlook XP as client and Exchange Std 2003 as mail server.
Someone has ever realizaed this? Could you please explain me how to do it?
I thought for example to put in the email a link to a document located on a
web server and to delete the document when downloaded, but I haven't a web
server.

The recipient of an e-mail message becomes the owner of that message, and can
do with it whatever he/she please. The sender has no control over it once it
hits the recipient's inbox.
 
Exactly what I told to my chief.
