Need to restrict size of table without adding fields to the form

One of our users wants us to restrict the size of table rows so that as
information is entered it doesn't create new lines. We typically do this by
adding fill-in fields to the table cells, but the users told us they can't
have fillable fields in the table. Just rows. We've tried setting exact row
heights and unchecking autoadjust. Is there any way to keep the row from
expanding and creating additional pages?

Setting exact row heights (Row tab of the Table Properties dialog box) will
prevent the table from growing vertically. In what way did this not work for
you?
