Need to reinstall XP OPS... any other options?

From what I can tell, I inadvertently inactivated all
programs with an .exe extension. I can access the
internet and I can view my Word Document and open
Microsoft Word as long as I go through Drive C. All other
programs I can not open in any way. Sometimes I will get
the message the file can not be found (with an .exe.
extension).
XP was downloaded with the computer (a Dell Dimesion
4550) I posted on their community forum and it was
suggested by a respondee that I reinstall XP
Does this sound like the only option to correct this
problem? If so, I'll probably have to contact Dell as I
can not find a CD to do so (not sure if they sent one to
me when I purchased the computer.
 
If you bought the system with XP installed then Dell should have provided
you with a system restore CD or there is a partition on the hard drive that
has the restore files.
