Need Some Help Am I being HACKED??

Running XP Home and have road runner
I keep getting a pop up saying

A computer with the IP address 0.0.0.0 with information that is
characteristic of the HTTP_MS_SQL_XML_CrossSiteScripting attack

when I click on the IP address I get this address belongs to a
computer on
your local network

Is someone trying to hack me?? should I tell Road Runner??
How Can I stop this

Usually a Device attached to your system. Like a Video capture device for
example.
