need smtp server to send emails in Outlook - can't use my ISP, Peo

I want to use Outlook 2003 for it's email handling capabilities, but my ISP
will not send emails out with Outlook (they will with Outlook Express, but I
want to use Outlook). I've done some searching and I want to know if I can
use another smtp server for the outgoing emails. I tried to set it up with
Yahoo Mail Plus, but they don't allow this.

When I do telnet smtpauth.peoplepc.com 25, or the same thing with port 587,
I get the message:

220-smtpauth14.mail.at1.earthlink.net ESMTP Exim 4.34 #1 Sat. 07 Apr 2007
14 -0400
220-NO UCE. EarthLink does not authorize the use of its computers or network
220 equipment to accept, transmit, or distribute unsolicited e-mail.

So it seems that Peoplepc is using the Earthlink network (?), but at any
rate, it looks like I cannot use any other outgoing server except theirs. Is
this correct?

I want to know if I can use PostCast smtp server or any other server or if
there is anything I can do so that I can send emails through Outlook.

If there is something I can do, please give me the configuration settings I
will need and step-by-step instructions. I am not experienced in this.

No, you cannot just use any SMTP server. You'll need to have credentials to
authenticate yourself or the server could be abused for spamming.

The OL smtp and pop settings are the same for OL as they are for OE.
You are doing something else with the settings that causes the problem
