need SE_RESTORE_PRIVILEGE, but can't do it!

windows updates are failing with this: Failed To Enable SE_RESTORE_PRIVILEGE

I do have admin rights on my computer, so I go to Admin Tools -> Local
Security Policy -> Local Policies -> User Rights Assignment -> Restore Files
and Directories, but then all the selections are grayed out and I'm not
allowed to change anything.

I'd like to have Administrators in this policy but can't change it to do so.

Am I on track or is this the wrong place for that privilege?

You are on track, that user right is that privilege.
When something is grayed out in local policy this
usually means that the policy is being controlled
from Active Directory. Is this machine in a domain?
