I need a useful recommendation to convert a Large batch of mp3's to the
wav format.

I'm running Win98SE (actually Win98Lite)...

Why in the world would you want to do any such thing? You are expanding a
compressed, lossy file format to 4 times it's size, without gaining a thing
in the process.

If you have a fast computer and good burning software you'll be able to
burn mp3s to an audio CD on the fly, otherwise it will be faster and
more reliable to convert them to WAV first.

WinAmp MP3-WAV plugin. You can just select the playlist and then convert
them. It's also free and very high quality in terms of sound quality
(probably among the best).

To create an audio dvd...that can be played on most dvd players.

RazorLame is a front-end for use with LAME.

LAME is a great MP3-Encoder: it's very fast, it produces high-quality
files, has many advanced features (like Variable Bitrates and
Joint-Stereo), and it's open source.

It is a command line utility, and that is where RazorLame comes in: it
provides an easy-to-use graphical user-interface which makes
MP3-encoding even easier!

MP3 is a 'lossy' compression format which means portions of the
original sound are not there.

My recommendation would be to not try to convert to WAV format.

depends on what you want it for. WAV itself is not lossy. It is
no good idea to convert again to a lossy format like MP3, but
there are use cases for even that (f.e. lower quality for a USB
stick mp3 player). Converting to audio CD is an example, where
WAV may be useful, while I would prefer to change the burning
app (which can burn from mp3 directly) instead of searching a
batch converter...

That's always the problem, people look for something they think
they need, instead of asking with the real problem, so the best
solution can be found.
