Have you scanned your machine thoroughly for viruses and malware?

Take your machine to a reputable computer repair shop.

Did you type

SFC /SCANNOW

What error message did you receive?

What happened when you typed the appwiz command? Any error message?

I suspect you have a virus if neither of these worked, but it's possible
you just typed them wrong. If a virus, restart in Safe Mode, run your
a/v software. Schedule a bootscan, if that's an option within your a/v
program.
