Must be at my end,
I only get a little square box, left upper corner. Don't know why?

It isn't a web page, but a .PDF document that should start to download
when you enter it in your browser.

It is possible your newsreader has broken the URL into more than one
line. When you paste it to your browser, delete any spaces or
extraneous characters where the line was folded.
