Need Help with Blaster worm

Yesterday, my niece was playing with my PC. Today, I want
to enter but I can not get starting my PC.
How can I get Safe Mode in Windows XP to be able to change
Firewall Connection?

Boot your machine as usual. You will see some text come
up on screen telling you how much memory you have and
what drives you have. When this appears repeatedly press
the F8 button. A menu should appear with Safe Mode at the
top. Highlight Safe Mode and press Enter. Safe mode will
then open and you can make your alterations.
