Need help to format C: drive

I tried to update my computer running Windows 98 to Windows XP. I think I
messed up the partition and can't access any of the old programs I had
previously installed.

I want to start with a clean slate and format the C: drive and then load
Windows XP and the other programs I want to use.

Can someone help step me through the process?

Boot the machine from your WinXP CD, then allow the
disk to be formatted when prompted.

You boot from the CD and do a clean install.
