You can't boot into DOS from Windows XP. Windows XP is not built on DOS and
doesnt include DOS. You may use a Windows XP boot disk if you wish. If
your hard drives are formatted in NTFS you will not be able to access them
from DOS.
While you can't boot into MS-DOS, you can get a DOS command prompt several
ways: (1) Go to Start | Programs | Accessories and find it. (2) Go to Start
| Run... and type in CMD. (3) Install the Power Toy that puts an entry onto
your right click menu in Windows Explorer. Then right click on a folder and
chose "Open Command Window Here."

That though is a 32 bit command interpreter running in a 32 bit
emulation of DOS. which is not of help for something that needs a true
Real Mode DOS. Those require a reboot and boot something like a Win98
Startup floppy. A very basic one, suitable for running say a BIOS flash
and not much more, can be made by formatting a floppy from XP My
Computer, and taking the MSDOS Startup disk option
