With all due respect, if you don't first know where to start, you probably
shouldn't host your own public DNS service.

After you buy a domain name, there is a link in your domain management
interface at NetSol for managing Host servers, it is there you create the NS
records that allow you to create a public content DNS server.
I have only one Ip (fix).
You need two Static Public IP addresses if you want to host both public DNS
servers.

I need A record for www, ftp and Mx.

If you do not currently own at least one domain you are in a catch 22
situation. You must own a domain before you can create the needed record at
NetSol and you need two DNS servers to list as authoritative when you buy a
domain name.

With all due respect, I agree with Kevin. If you are not familiar with this
complicated procedure, and/or you don't have more than one IP (you need TWO
DNS servers minimum to do this), or maybe even if your current ISP will not
let this sort of service inbound, I would bag it. Let Netsol or your current
ISP host your DNS for your domain. It's easier, less headaches, and one less
invite for attackers into your network.

Buy your domain name from Register.com, GoDaddy.com
or another large Registrar.

Follow their procedure on the web pages and you are done.

LEAVE your public DNS with your Registrar.
(It's the right thing to do.)
How to create my NS(name server) and test it on networksolutions ?

Don't. Let the registrar do that.
I have only one Ip (fix).
I need A record for www, ftp and Mx.

They have a web page for each of these which is
trivial -- and Register.com, for instance, has
excellent phone support where they will talk
you through anything you cannot do on your own.
How to create it with my external Ip fix ?

Just fill in the form. It is REALLY that easy.
