Need cell format to display 025349 as 02-5349 & display 1st zero

Have successfully formatted cell using the Custom Format features, ##-####.
But when entering the number 025349 it is displayed as 2-5349. Excel drops
the zero when at the beginning of the number.

Does anyone know if it is possible to format the cell to put a dash after
the second digit and not drop the zero?

Format > Cells... > Number > Custom > 0#-####

Go to the Number tab in Format Cells and select Text.

Thanks for the response, this would work if all the numbers we need to enter
start with zero. But not all of the data we enter begins with zero.

Do you know if there is a way, other then formatting cell as text, to have
excel not drop the zero at the beginning of a number?
