Need Administrator Help

According to 'user accounts', I am the administrator on my PC. However, I am not recognized as such when I try to use my CD-RW drive (E).
I have posted my problem before but to no avail. Two people were kind enough to try to help me but I am still unable to use my E drive. One suggestion I received was to add my user account into the Administrator's security group. To accomplish this, I was to right click 'My Computer, click 'manage', then 'local users and groups'. Unfortunately, after clicking 'manage', I do not have the option to click 'local users and groups' (it just isn't there).
I was hoping someone out there would show me another way to get to 'local users and groups', or even better, solve my original problem (my E drive).

Have you tried uninstalling the drive in device mgr.,then restart computer.
The other is to go to run,type:regedit In regedit,expand:
HKEY_LOCAL_MACHINE,microsoft,windows,current version,setup,then open
source path.Youll see youre cdrw drive,make sure the letter matches the letter
in my computer,if not,L.click the drive,edit,modify,change the letter,then close
out regedit,restart computer.

Unfortunately, I am new to computers and your information is over my head. I don't even know where to find the device mgr. so that I can try your uninstall idea.
 
He accidentally forgot one part :-)

here is the Reg key -

HKEY_LOCAL MACHINE \ SOFTWARE \ Microsoft \ Windows \ Current Version \
Setup \ SourcePath

That should point to the drive you installed XP from, which may be the CD-RW
drive.

Andrew seems to be saying this error occurs if its NOT the CD-RW drive.
