Need Accessibility tools for windows xp

I need to download the Accessibility tools for windows xp>
When I go to my windows up and all programs I find under accessories the
accessibility tools empty. I wanted to see the virtual keyboard for a
friend, who is legally blind. He also uses windows xp.
