Need a help on buying a TV Tuner card

Hi,
I need a External TV card to use in USA(NTSC) and India(PAL).My laptop
is Centrino 1.4Ghz with 512 MB RAM and so i need a TV Card to capture
some interesting events in the Cable TV.Can anyone please suggest me a
good card which suits a budget from $100-$150

For NTSC, I'd use the Hauppauge Win TV PVR (NOT the Win TV USB, although
the Win TV PVR is also USB, but it's a differen t card). I can't help
you withe PAL card, there is probably a PAL version of that as well.
