"NE" locks browser

I have IE 6.0.

Often, when IE locks up I notice a program called NE is
running.

If I end that task, the browser sometimes gets moving
again.

NE.exe is in a folder call "Network Essentials" that I
didn't create. It isn't in my startup and yet it is
frequesmtly running when I use the browser.

Does anyone know what it is?
Should I delete it or does it have a value?

Don't just delete it! ... remove it properly
