(NT 4.0 Domain, WinXP Pro Clients) - Why do some network clients return the
currently logged in user name while other clients do not? For instance,
"nbtstat -A IPADDRESS" returns netbios cache information along with the
currently logged in user followed by "<03>." Some clients return the info
while others do not. Any reason why?

<03> is for Messenger Service. It shows user name who logon to the computer

1Bh (\0x1b) Domain Master Browser (PDC or PDC Emulator)
20h (\0x20) File Server (Server Service)
00h (\0x00) Workstation (Workstation Service)

1Ch (\0x1c) Domain Controller
03h (\0x03) Messenger Service (username)

1Eh (\0x1e) Normal Group Name (Browser Service Election
