Navigation toolbar missing

Navigation toolbar missing from Explorer.exe not IE
Does anyone know how to bring the Navigation bar back?
 
That would work for IE but I need help with Windows Explorer.

There isn't even a toolbar there to click. There is the Titlebar and then the window, nothing in between. All toolbars Navigation, Address and whateer else is missing altogether.

I e-mailed tech support, but they haven't responded.

ALT+V or ALT+T
and try navigating that way.
